IL Gov. Pritzker announces emergency rental aid

ILLINOIS (WFIE) – Governor JB Pritzker and the Illinois Housing Development Authority (IHDA) have announced that rental assistance applications are now available for tenants who have lost their jobs or income due to the COVID pandemic -19.

As part of the Emergency Rent Assistance Program, IHDA will allocate $ 150 million to help state income-eligible residents pay their rent during this national emergency.

After the rental assistance application period, the IHDA will open emergency mortgage assistance applications, providing $ 150 million to homeowners affected by COVID-19.

Governor Pritzker said the programs are the largest emergency housing assistance programs in the country and will help around 40,000 households by the end of 2020.

Emergency rental assistance program

With apps now available, the Emergency Rental Assistance Program (ERA) will support tenants in Illinois unable to pay their rent due to loss of income from COVID-19.

Tenants whose applications are approved will receive one-time grants of $ 5,000 paid directly to their landlords to cover missed rent payments from March 2020 and prepayments through December 2020, or until the 5 $ 000 are depleted, whichever comes first.

The assistance will take the form of a grant and repayment will not be required.

PLAR applications will be accepted from August 10 to August 21. Due to the expected high volume, the application window may close prematurely.

The IHDA will use a third party entity to select a pool of applicants to review for eligibility. About 30,000 tenants are expected to receive funds. Apply online at: era.ihda.org.

Tenant Eligibility:

  • Household income before March 1, 2020 was equal to or less than 80% of the region’s median income;
  • An adult member of the household must have suffered loss of income due to the COVID-19 crisis as of March 1, 2020; and
  • The household has an unpaid rent balance that began on or after March 1, 2020.

Emergency mortgage assistance program

Available August 24, 2020, the Emergency Mortgage Assistance Program (EMA) will help homeowners who have experienced COVID-19-related income loss resulting in delinquent mortgage balances starting in March 2020.

Approved applicants will receive up to $ 15,000 paid directly to their mortgage agent.

The assistance will cover the homeowner’s past due or forbearance balance and their regular mortgage payments until December 30, 2020, or until funding runs out, whichever comes first.

Payments can include all escrow first mortgage fees, including property taxes, insurance, and certain fees.

The assistance will take the form of a grant and repayment will not be required.

EMA applications will be accepted from August 24 to September 4.

Due to the expected high volume, the application window may close prematurely.

Owner Eligibility:

  • The adjusted gross household income from the 2019 tax return was equal to or less than 120% of the region’s median income;
  • An adult household member suffered loss of income due to the COVID-19 crisis as of March 1, 2020;
  • The owner’s mortgage was current as of February 29, 2020;
  • The mortgage is overdue or overdue.

Financial assistance for the two programs is funded by Illinois’ allocation of federal coronavirus relief funds under the CARES Act (Coronavirus Aid, Relief, and Economic Security) (PL 116-136).

Passed in March 2020, the CARES Act provided $ 3.5 billion in coronavirus relief funds to the state of Illinois to help residents and businesses affected by the pandemic.

In May, the Illinois General Assembly allocated a portion of that funding to the IHDA to provide direct assistance to troubled tenants and landlords.

Funding must be fully distributed by December 30, 2020.

As of Sunday afternoon, the state of Illinois had a total of 194,080 confirmed cases of coronavirus and 7,636 deaths.
